Introduced in 2016, the Government e-Marketplace (GeM) serves as a singular platform for government procurement, streamlining the process for various government departments and public-sector units.
In this context, the Make in India Certificate for GeM plays a pivotal role in promoting domestic manufacturing through government procurement. This certificate is granted to businesses that manufacture goods in India and fulfill specific eligibility criteria. By obtaining the MII Certificate for GeM, businesses can proudly label their products as ‘Made in India,’ granting them a competitive advantage in government procurement. The preference is given to products produced in India during public procurement. The Make in India initiative encompasses two segments: Class 1 Local Supplier and Class 2 Local Supplier.
What is the Make in India (MII) Certificate for GeM ?
The Make in India (MII) certification is specifically designed for local Original Equipment Manufacturers (OEMs) registered on the Government e-Marketplace (GeM) portal. The primary objective of this certification is to guarantee that the products or services listed on the portal are genuinely manufactured in India. In line with the recent initiatives to promote domestic manufacturing and bolster the Indian industrial sector, Micro, Small, and Medium Enterprises (MSMEs) are encouraged to adhere to this requirement.
Vendors possessing the MII certificate enjoy a distinct advantage over non-certified vendors during procurement processes on GeM. The platform gives preference to products that have received the Make in India certification, highlighting the government’s commitment to support and promote locally produced goods. This preference fosters the growth of domestic manufacturing and reinforces the position of Indian products in the marketplace.
Why do MSMEs require MII Certification
According to the recently released circular, P-45021/2/2017-PP (BE-II), only ‘Class-I local suppliers’ and ‘Class-II local suppliers’ are eligible to participate in the procurement process for all goods, services, or works with an estimated value of purchases less than Rs. 200 crores.
As a result, it has now become mandatory for Original Equipment Manufacturers (OEMs) to submit an undertaking of Make in India (MII) certification while bidding for government tenders and participating in public procurements, including on platforms like the Government e-Marketplace (GeM) or National Informatics Centre Services Incorporated (NICSI).
This requirement ensures that only local suppliers who comply with the Make in India initiative can partake in these procurement processes, aligning with the government’s efforts to boost domestic manufacturing and support Indian industries
Classification of MII local suppliers as per DPIIT
The following are the classes of local suppliers based on local content, as per the revised PPP-MII Order dated 04.06.2020 issued by the Department for Promotion of Industry and Internal Trade (DPIIT):
Local content is defined as the percentage of Indian materials used for manufacturing a particular product.
Class-1 local supplier:
A vendor or service provider is considered a class-1 local supplier or vendor if the local content percentage of their goods, services, or works submitted for procurement is equal to or greater than 50%.
Class-2 local supplier:
A vendor or services provider whose items, services, or works are available for procurement has a local content of more than 20% but less than 50%. This means that the vendor or services provider uses local materials and labor for more than 20% but less than 50% of the cost of the items, services, or works.
Non-local Supplier:
A supplier or service provider whose goods, services, or works are being offered for procurement have a local content that is less than or equal to 20% of the total means that the goods, services, or works are made up of less than or equal to 20% local materials or labor.
